Anyone knowing the names of the questioned marked men, please let me know. Chief Spoor is wearing the earliest examples of sewn on insignia for Coast Guard wear. Also note that RAdm Engel appears uncomfortably dressed in the fatigue unform. Engel was on a inspection tour of Coast Guard units in Vietnam.
