ASU Anime Club Constitution

Preamble

The ASU Anime Club provides a vehicle for ASU students, faculty, and staff to watch Japanese animation, and engage in discussion concerning Japanese animation and culture. It also provides a forum where likeminded people can meet and start friendships.

 

Constitution

 

ARTICLE I                           Name and Purpose

The ASU Anime Club was created for the purpose of Social interaction as well as viewing and discussion of Japanese animation.                                  

ARTICLE II                       Qualifications of members and member code of etiquette

Members must be actively enrolled ASU students and should display active interest in a variety of styles and genres of Japanese animation.  Further, prospective members or any guests must present a valid ASU JagCard and aug.edu email address prior to attending any club functions.  Any person who refuses to do so, or knowingly submits an invalid JagCard or email address shall be barred from attending club functions for a period of one semester.  

Members agree to conduct themselves in a manner that will not disrupt normal activities of the club (for instance, screenings).  Disruptive conduct includes (but is not limited to) loud, irrelevant, or inappropriate conversation during screenings, or any other behavior that would tend to disrupt other members' enjoyment of the screening (or any other action in violation of paragraph IV, section K, subsections 1 and 3 of the ASU Student Code of Conduct).  Members who persist in disruptive behavior may be asked to leave meetings and may be placed on probationary status as described below. 

Probationary status

If a member is placed on probationary status, they forfeit their voting rights as well as all other membership privileges for the duration of the semester when probationary status commenced and for one additional semester thereafter.  In addition, the member shall be excluded from attending the next three club meetings from the date where probationary status was imposed.  Should a member engage in further disruptive conduct while on probationary status, they shall be barred from attending club functions for a period of one year.  Particularly egregious cases may be referred to the Dean of Students for administrative sanctions.        

ARTICLE III                        Quorums

There is no specific number of members which must be present for a quorum.  The president and faculty advisor may mutually declare a quorum.

ARTICLE IV                        Officers

                                    President

The president acts as a coordinator, and plans the club's events (for instance, the president maintains a schedule of titles to be shown, makes room reservations, and plans special events for the club).  The president also acts as spokesperson for the club and as club liaison with Student Activities.  The president may summarily enact regulations to ensure the orderly functioning of the club (for instance, making decisions regarding screening selections) and enforce the member code of conduct, but any such actions may be vetoed by the faculty advisor.

Vice president

Should the president be unable to fulfill their duties, the vice president will succeed them in an orderly fashion.

Secretary

In those occasions where the club conducts a vote, the secretary keeps a record of the result.

Treasurer

Should the club have funds, the treasurer keeps records of how the funds are used.  Typically this is an honorary title only.

Officers are required to maintain the minimum GPA required by the Student Leader Academic Policy.

 

ARTICLE V                         Election of Officers

Presidential terms are for one year.  A standing president returning as a student and satisfying all the requirements as specified below shall retain their title, unless a recall election is imposed.

Once the president has been elected, the offices of vice president, secretary, and treasurer shall be selected by mutual approval between the incoming president and the faculty advisor.

Prospective officers must satisfy the following requirements:

1.      Currently enrolled at ASU as a student and a club member in good standing.

2.      Has at least the minimum GPA required by the Student Leader Academic Policy and maintains this GPA for the duration of their term.

3.   Candidates for the office of president should be club members in good standing with at least two consecutive, current semesters of membership as of the semester that office is sought.  If no candidate satisfies this longevity requirement, there shall be open nominations for the office of president.

ARTICLE VI                        Presidential recall and vacancies

A motion to recall a standing president must be seconded and approved by the faculty advisor.  Once such a motion is approved for consideration, recall will only occur by a vote of two-thirds of all members currently listed on the club charter.  Vacancies in offices besides president may be summarily filled by mutual approval of the president and faculty advisor.  If the office of president is vacated, the vice president shall assume the presidency.

ARTICLE VII                      Faculty advisor

The faculty advisor provides general oversight to the club and assists the officers in administrative matters.  When the club conducts business requiring a vote, the advisor may vote to break ties.

ARTICLE VIII                     Dues

The anime club is dues-free.  However, there may be planned events in which members in attendance are asked to pay their own way (for instance, a club dinner). A vote to collect dues requires approval of three-fourths of the officers; dues collection may not begin during the current academic year in which this vote occurs.  If such a vote is successful, a three-fourths vote of the officers can exempt current club members from dues payment for a period of one year.  Officers voting to approve dues collection shall not be so exempted.

ARTICLE IX                        Meetings

During spring and fall semesters, meetings will be held on Friday afternoons from 2 to 4 pm.  If approved by a majority of club members, additional official meetings can be scheduled.  Summer meetings will be held at a time decided on by a plurality of club members in attendance at the time of the vote.  The president will typically send a weekly email in which the club's upcoming activities are specified.

ARTICLE X                         Committees

                                    The president may appoint committees at his or her discretion.

 

ARTICLE XI                        Rules of Order

During meetings where business is conducted, Robert's Rules of Order should be followed.

ARTICLE XII                      Amendment Procedure

Amendments must be brought to the attention of the club president or faculty advisor, and then seconded.   A vote from three-fourths of the officers shall be sufficient to pass amendments.

ARTICLE XIII                     Ratification

Three-fourths of the officers and the faculty advisor shall be sufficient to ratify the constitution.
