Circulation Policies

Access Policy

Reese Library is an academic library, primarily intended to support the educational, teaching, research, and administrative needs of the faculty, students, and staff of Augusta State University (ASU). We extend the privilege of library use to outside researchers and adult members of the community. Serious high school students who have exhausted the resources of their school media center and the public libraries and who have an official, dated, teacher-signed pass may also use the library. All other students must be accompanied by a parent at all times, unless using the Federal Depository collection, which is open to all.
Library staff are committed to maintaining a quality study and research environment, protecting the rights of users and sustaining the integrity of collections. In addition to policies and procedures noted below, University-wide policies or civil laws related to vandalism of facilities or collections apply.

Personal Identification:

Augusta State University faculty, staff and students must present a valid JagCard to borrow items. Other users with borrowing priviledges must present a valid picture ID. Items will be loaned only to the person to whom the ID card is issued.

Loan periods and Fines

Fines are assessed to insure prompt return of items. The chart below details the standard loan periods and fines. Permanent faculty may check out books for the academic year with no renewals.

Fines must be paid at the Circulation Desk by cash, check or Jag Card. We do not accept debit/credit cards. Charges and fines are cumulative. They are not erased at the end of a semester or academic year. You are responsible for returning or renewing library items whether or not you receive an overdue notice.

University regulations require that all payments due for lost items and unpaid fines be reported to the University Registrar at the close of each semester. Students who have not settled their library accounts before the end of the semester will not be permitted to graduate, to re-register for a subsequent semester, or to secure a transcript of their record at the University until such accounts are settled.

Borrowing Privileges

Faculty, staff, and students must present their JagCard to borrow library items. You are responsible for all items checked out on your card. JagCard and borrowed items should be kept in a secure location and never loaned to others. A lost JagCard should be reported immediately to Public Safety.

All circulation notices will be sent to Augusta State University affiliates by Pipeline e-mail only. Users should also check their GIL accounts regularly. Notices will be mailed to non-ASU affiliates. Changes of address should be reported to the  library immediately.

Failure to receive notification does not relieve the borrower of the obligation to return items when they are due. The Library is not responsible for undelivered mail.

Community Users

Residents of the Augusta-Richmond County area who are over high school age may obtain a Community User card at the Circulation Desk. There is a $40.00 annual fee. The card entitles the user to check out up to a total of five (5) items from the library, except for those restricted to library use. Users must agree to conform to the rules and regulations of the library.

Community User library privileges do not include interlibrary loan, access to campus computer labs or the GALILEO password. Community users may access information resources on the Internet in the Reference Room. Computer use is limited to one hour.

Computer Use

Reese Library Research Computers are provided for educational research by Augusta State University students, faculty and staff. When not being used by our primary clientele for educational research, they may be otherwise utilized. See the Reese Library Computer Use Policy for additional guidelines

Students Under College Age.

High school students who have exhausted the resources of their school media center and the public libraries may use Reese Library resources if they have a Reese Library pass signed in the original by their teacher. High school under college age do not have borrowing privileges, unless they are Joint Enrolled or ASU dependents.

A separate, individually signed pass will be required for each day that the student enters the library without a parent. Principals at all the local high schools are provided with the pass form each school year. When a student comes to the library he/she should present the teacher-signed pass to the reference librarian who will then give him or her a library pass.

Students other than high school and under college age must be accompanied by a parent at all times. These students, as high school students, do not have borrowing privileges, unless they are Joint Enrolled or ASU dependents. 8th grade students and under must be accompanied by a parent at all times.

Our reference librarians' first priority is to assist Augusta State University students. They will help high school students on a limited basis when possible. High school teachers or media specialists should provide students with instruction in using library tools prior to sending them to Reese Library.

Teachers who wish to bring classes to Reese Library must make provisions well in advance with the Coordinator of Library Instruction (667-4908). Library visits can only be scheduled during the university intersessions, when there will be sufficient resources and when librarians can provide instruction.

Security

All patrons must exit via the security gates at the main door. If the alarm sounds, library staff are authorized to determine the cause. All books, backpacks, brief cases, bags, and etc., will be checked.

Group Study Rooms

The library has 7 group study rooms which are for the use of ASU students, faculty, or staff. Study rooms 209 and 311 may be used for tutoring. Signup sheets are available at the Circulation Desk on the 1st floor. A valid JagCard must be presented when reserving a room. Rooms may be reserved for no more than 2 hours per person. If the group reserving a room is more than 20 minutes late, the reservation is no longer valid; the room may then be used on a first come, first served basis.

The Circulation Desk is the place for "Lost and Found" items in Reese Library. Items are kept here for approximately one week, then picked up by Public Safety.

Equipment Policy.

NOTE: All laptops are loaded with software to prevent changes. BE SURE YOU SAVE YOUR WORK to media outside the laptop before turning it off!

Who may check out equipment?
Laptop computers are available for ASU students with a valid JagCard. These computers were purchased with Student Technology Fee funds.)

Projection Cart is available for ASU faculty, staff and students with a valid JagCard for use in creating and rehearsing projects and presentations. The cart includes a P4 Gateway computer with a DVD drive and a high-resolution (XGA) LCD projector. Microsoft Office Suite (including Powerpoint) and FrontPage are available as project tools on the computer.The projection cart may be used in the group study rooms 308, 309, 310 and 213.

Where should the equipment be checked out and returned? All equipment is to be checked out at the Circulation desk. Be sure when returning equipment that you hand it to a circulation staff person.Allow time for the computer to be checked upon return. You will remain responsible for the equipment until it is checked in.

Where may the equipment be used?
Laptops, anywhere. (Wireless Internet access works in almost all areas within the library, Jaguar Student Activity Center, University Hall, Washington Hall, Allgood Hall, the Science Building and University Village.

Laptops may be used at home, but wireless access depends entirely on the user performing all required configuration and setup.(Software has been installed on the laptops that prevents the saving of downloads or other changes made to the computer. All installed, saved or downloaded material will be removed by this software when the computer is rebooted. With this in mind, all users are cautioned to backup their papers or other documents to some other portable device.

Note ASU's Computer and Network Usage Policy, do not tamper with the hardware or existing software.

Who is responsible?
The user is responsible for returning all parts of the equipment in good working order. Users will be held responsible for repair and/or replacement of any equipment not working on return. Report problems to the ITS Help Desk, 737-1676.

How long may the equipment be used?
Laptops, 2 days loan.
Projection Cart, 4-hour loan with one renewal.

How much is the late fine?
The charge is $5.00 per day for overdue laptops. If the equipment is not returned and the fine reaches $10.00 or is returned without all components, a bill for the replacement cost of the equipment will be generated. All students with fines and/or replacement charges will be blocked in Banner, which means no grades or registration for future classes until the matter is resolved.

How much is the replacement cost?
Replacement cost will be determined at the time of loss or damage, up to the cost to replace the entire laptop, plus a processing charge of $10.

Is it possible to connect to the Campus Network and/or the Internet within the library?
Yes. Projection cart:Both the internet and campus network are available. Connect the cable to port D-3033(room 308), D-3031(room 309), D-3035(room 310) or D-2129(room 213).

How long will the battery last?
Batteries will last approximately 3 hours when fully charged. Save your work to a diskette, zip disk, CD-ROM or USB flash drive.

Can I print from the laptop?
Not at this time. To print, save your work to a diskette, zip disk, CD-ROM or USB flash drive and print from the computers located on the 3rd floor or the InfoSquare.

Caution. Do NOT leave equipment unattended on campus or loan it to others.
