REVISED CSRA LIBRARY ASSOCIATION BYLAWS
BYLAWS
CSRA LIBRARY ASSOCIATION
Adopted October 20, 2004
I. NAME
The name of this Association shall be the CSRA Library Association.
II. OBJECTIVES
The objectives of this Association shall be to encourage and promote the utilization
of knowledge through the collection, organization and dissemination of information;
to enhance usefulness
and efficiency of libraries in the CSRA; to promote high professional standards;
to facilitate communication among its members; and to cooperate with organizations
which have similar or allied interests.
III. MEMBERSHIP
Section 1. Individuals and libraries in the CSRA involved with the objectives of this association shall be eligible for membership. They shall become voting members upon payment of stated dues of the Association.
Section 2. Individuals may become life members on the payment of the stated amount for life members. (See Annex A for Dues Schedule)
IV. OFFICERS
Section 1. The officers of the Association shall consist of President; Vice President; Secretary; Treasurer.
V. DUTIES OF OFFICERS
Section 1. President
a. Acts as the chief executive officer of the Association.
b. Has general supervision and control over the affairs of the Association.
c. Presides at all meetings of the Association.
d. Presents to the Association for information or consideration any matters
of policy of program that he/she, other officers, and committees desire to bring
to the attention of the members.
e. Serves as an ex-officio member, without vote, of all Association committees
except the Nominating Committee.
f. Appoints, with the advice and approval of the
Executive Board, all Committee members and designates the Chairperson.
g. Maintains Association records during term of office. At the end of the term,
files are given to the incoming President.
Section 2. Vice President
a. Performs such duties as the President may assign.
b. In the event of temporary disability, absence or withdrawal of the President,
assumes all duties and obligations of the President.
c. Serves as Chairperson of the Program Committee.
d. Establishes, with the help of the Executive Board, the times and places for
the meetings.
Section 3. Secretary
The Secretary shall perform the usual duties of the office and those assigned
by the President.
Section 4. Treasurer
a. Receives all money paid to the Association.
b. Pays all bills of the Association.
c. Keeps accurate records of all financial transactions.
d. Maintains the official membership roll.
VI. EXECUTIVE BOARD
Section 1. Membership
The Executive Board shall consist of the elected officers.
Section 2. Duties
a. Acts for the Association in intervals between meetings.
b. Considers and develops plans for the general work of the Association.
c. Appoints, in case of a vacancy in any office caused by resignation or otherwise,
a member of the Association to fill the unexpired term.
d. Approves standing and special committees appointed
by the President.
Section 3. Meetings
The Executive Board shall hold a planning meeting prior to the first scheduled
meeting of the year and at such other times as deemed necessary by the Board.
VII. COMMITTEES
Section 1. Standing and special committees of the Association shall be established by the Executive Board for the purpose of delegating such powers and functions as the Board finds desirable for the conduct of the business of the Association.
Section 2. The Standing Committees of the Association may
be:

b. Membership
c. Program
d. Publications and Publicity
e Grants-in-Aid
f. Nominating
h. Bylaws
VIII. MEETINGS AND QUORUM
Section 1. Meetings shall be held as scheduled by the Executive Committee (traditionally four per year).
Section 2. Members shall be notified of the meeting in writing or e-mail at least two weeks in advance.
Section 3. Special meetings may be called by the President, the Executive Board, or on request of twenty members of the Association.
Section 4. A quorum shall be the members present at an announced meeting.
Section 5. Absent members may vote by signed proxy (not email).
IX. NOMINATIONS AND ELECTIONS
Section 1. A Nominating Committee for officers shall be appointed by the President each year at such a time that its report may be presented at the final meeting of the year. Nominations require the permission of the person nominated.
Section 2. The term of office for the Executive Board shall run July 1 to June 30.
Section 3. Additional nominations may be made from the floor with the permission of the person being nominated.
Section 4. The election of officers shall be at the final meeting of the year.
X. PUBLICATIONS
Section 1. The Association shall regularly issue
a "CSRA Library Association Directory."
Section 2. The Association shall issue other publications as may be approved and useful to the Association.
XI. DUES
Section 1. Dues shall be payable in advance and annually.
Section 2: The dues year shall be January 1 to December 31.
Section 3. Dues for the Association shall be determined by the membership upon the recommendation of the Executive Board. (See Annex A for current Dues Schedule)
XII. AMENDMENTS
Amendments to the Bylaws may be approved by a majority vote of the members present
provided notice of change has been published at least
two weeks in advance.
XIII. The Central Savannah River Area (CSRA) consists of the following counties in Georgia and South Carolina.

XIV: The archives of the Association shall be maintained
at Augusta State University Reese Library.
Annex: A. Dues Schedule
Dues shall be as follows:
Regular Members
$10.00 per year ($5.00 of which goes to the Elizabeth M. Tyson Memorial Scholarship)
Student Members
$5.00 per year (must be currently enrolled)
Life Members
$150 for members 50 years old and older
$250 for members under 50 years old
